A fledgling detective is on the trail of a notorious serial killer. When the most notorious criminals on the street are systematically stalked and murdered by a killer who seems to know police procedure all-too-well, it appears as if a renegade cop has decided to toss aside due process and personally play the roles of judge, jury, and executioner.
