The author is open about his support of BI, unlike other authors who pretend to be 'objective' whilst being biased. He goes through many varieties, their qualities, rationale, and shortcomings. He advocates one of them. His discussion of objections is relatively scant, but gives references. On page 149 he quotes a researcher who says they the quality and amount of work by high income earners is left unchanged by changes in taxes(!?). BI has recently had an uptick in interest in the last year or so, so its becoming a little more politically relevant. Clearly written, lots of back matter, including a list of organizations around the world.
